Government Plan 2022-2025

"The Government Plan for Jersey forms an important part of our strategic framework for the Island, and brings to life the priorities set out in our Common Strategic Policy. The Government Plan aims to support the sustainable economic, social, environmental and cultural wellbeing of our Island, which will need to be delivered by a strong partnership between a modern government, responsible businesses and Islanders."

Affordable Housing: Supply and delivery

It includes an extensive package of measures to address the cost of living crisis. This has been lodged by the Minister for Treasury and Resources and the Minister for Social Security. The package will put almost £15 million back into Islanders' pockets this year and almost £42 million in 2023

P.119/2021 Enveloped Property Transactions

"This Proposition introduces the Draft Taxation (Enveloped Property Transactions) (Jersey) Law 202- (the “Draft Law”). The Draft Law creates a new tax on certain transactions that relate to “enveloped property”. The tax is to be administered by the Comptroller of Revenue."

P.58/2021 DISCRIMINATION (AMENDMENT OF LAW)

"The effect of the amendments is to prohibit those offering residential premises from refusing to let or sell on the basis that a prospective occupier has responsibility for a child or children under the age of 18, except for certain defined circumstances. The amendments also prohibit those who market residential properties (for example, estate agents or property management companies) from refusing to provide details of such properties, or refusing to show such properties, to prospective occupiers with children."

P.33/2021 DRAFT PUBLIC HEALTH AND SAFETY
(RENTED DWELLINGS) (LICENSING)

"The Draft Public Health and Safety (Rented Dwellings) (Licensing) (Jersey) Regulations 202- (‘the Regulations’), if adopted, would make it a requirement for landlords to licence a dwelling for the purpose of rental accommodation."

"The intention of this proposition is to ensure that landlords must register with the Rent Safe scheme, to promote the application of minimum accommodation standards, and to improve visibility for tenants of the standard of property they are renting."

Carbon Neutral Roadmap

In 2019, the States Assembly declared a climate emergency. They asked for the Government of Jersey to write a Carbon Neutral Strategy. The Strategy asked for a Citizens' Assembly on Climate Change and a long-term climate action plan to be produced for consideration by the States Assembly. The Carbon Neutral Roadmap is the name given to the long-term climate action plan.

P.106/2019 DRAFT PUBLIC HEALTH AND SAFETY
(RENTED DWELLINGS) (LICENSING)

"The draft Regulations, if passed by the Assembly, will ensure that the Government of Jersey, for the first time ever, develops data about what property is being rented out, and its suitability, occupancy and location, for the purposes of ensuring that it meets, or is being brought up to, modest minimum standards."
